摘要 <p>A noise spectrum subtraction unit (10) records a noise spectrum in the state in which no received signal is present, and subtracts the noise spectrum from the spectrum of the received signal. An offset correction unit (11) performs an offset correction of the noise level of a frequency apart by a predetermined value from the frequency peak position of the received signal on the signal spectrum from which the noise spectrum is subtracted by the noise spectrum subtraction unit (10). A frequency shift analysis unit (12) performs signal processing on the signal spectrum subjected to the offset correction and measures a frequency shift. A wind velocity reduction unit (13) detects the wind velocity on the basis of the amount of the frequency shift measured by the frequency shift analysis unit (12).</p>
