<p>According to the present invention, an unsaturated primary alcohol or unsaturated ether having an allyl site is produced directly by a one-step reaction from an alkene compound having an allyl group under moderate reaction conditions by a liquid-phase reaction. An alkene compound represented by formula (a) is reacted with a carbon dioxide/water system represented by formula (Ib) as a nucleophilic agent in a solvent in the presence of a homogeneous palladium catalyst using a quinone as an oxidizer, and an unsaturated primary alcohol having an allyl site represented by formula (Ic) is obtained. An unsaturated ether having an allyl site can be obtained by using a carbon dioxide/alcohol system, phenol, or derivative thereof as the nucleophilic agent.
