PROBLEM TO BE SOLVED: To provide a device, method and program for detecting and correcting defective pixel that enable detection and correction of a defective pixel in real time without the need for checking in advance coordinates of defective pixels and for writing the result to a memory and to provide a video signal processor. SOLUTION: The device for detecting and correcting a defective pixel is configured with a correction and detection area generating means 3 that generates a correction and detection area, a maximum value/minimum value detection means 5 that detects a peripheral maximum value and a peripheral minimum value of a plurality of peripheral pixels, a defective pixel discrimination means 9 that discriminates whether or not a correction object pixel is a defective pixel on the basis of the peripheral maximum value, the peripheral minimum value and the correction object pixel value, and a changeover means 13 that replaces the correction object pixel value with a corrected value when the defective pixel discrimination means 9 discriminates that the correction object pixel is a defective pixel.
