A handover failure detection device (121) operates so as to detect at least some among a plurality of handover failure types relating to outbound handovers from a first cell (131), by observing: (a) whether or not a first base station (111) has received a handover completion notification relating to a first handover of a mobile terminal (101) from the first cell (131) belonging to the first base station (111) to a second cell (132) belonging to a second base station (112); and (b) whether or not there has been a request from the mobile terminal (101) to the first cell (131) for connection re-establishment, said request occurring after the first handover has started. As a result, the present invention contributes to the improvement of handover failure detection and the reduction of handover failure, in situations in which information exchange between at least some of the base stations has been limited.
