A water electrolysis system comprising: a fuel cell; a refrigerant circulation passage, which circulates refrigerant that cools the fuel cell; a water electrolysis stack, which produces hydrogen by electrolysing water; a water circulation passage, which circulates water that is used for electrolysis in the water electrolysis stack; and a heat exchanger, which implements heat exchange between the refrigerant circulating in the refrigerant circulation passage and the water circulating in the water circulation passage.
