Disclosed is a method for camping in a cell, comprising: receiving a frequency band list or a cell list from a base station, cells under the frequency band list or in the cell list being cells not allowing camping; when cell selection, cell reselection or connection reestablishment is performed, searching for a cell for camping, where during cell searching, searching is prohibited from being performed on the cells under the frequency band list or in the cell list. Also disclosed are a terminal and a base station. Through the present invention, the time spent by a terminal in cell selection, cell reselection or connection reestablishment can be reduced.
