<p>The present disclosure pertains to an image processing device and method which enable reduction of the code amount in encoding or decoding. A type setting unit uses post-deblocking pixel values to set the type of filter, which is shared between components Y, Cb, and Cr, for each LCU, and supplies information about said type of filter to a syntax writing unit. An offset setting unit uses the post-deblocking pixel values to set the offset for each LCU independently for the components Y, Cb and Cr. An SAO control information setting unit supplies a merge flag, which is set by referring to the offset from the offset setting unit, or supplies the offset to the syntax writing unit.
