<p><P>PROBLEM TO BE SOLVED: To inexpensively and effectively improve a job concerning the movement of a nurse. <P>SOLUTION: A plurality of portable terminals 11 carried by the nurses and a plurality of TV cameras 8 arranged in each sick room exchange an image with a TV camera controller 9 via a radio LAN. Thus, the nurses observe the situation of each room in real-time through the use of the portable terminals 11.
