The system (10) has a monitoring unit (12) that acquires traffic conditions of a track portion. A mobile unit (14,16) is communicated with the monitoring unit for transmitting the received data and is moved on a predetermined route (20,22) from initial position, to send a transmitting signal containing received data. The service areas (24,26) of the mobile unit are moved out from normal position. The velocity of the mobile unit is controlled with respect to the detected traffic conditions such that the respective traffic conditions are transferred by the mobile unit. An independent claim is included for method for operating traffic monitoring system.
