A level shifting circuit and a method thereof are provided to assure sufficient power supply operation margin by decreasing an input voltage level. A level shifting circuit includes a level shifter and a middle voltage generation part(20). The level shifter generates a middle voltage signal swinging between the level of a middle voltage and the level of a ground voltage by shifting the level of a first signal swinging between the level of a first voltage and the ground voltage, and generates a second signal swinging between the level of a second voltage and the level of the ground voltage by shifting the level of the middle voltage signal. The middle voltage generation part generates the middle voltage from the second voltage.
