<p><P>PROBLEM TO BE SOLVED: To flexibly and simply build up a VPN (Virtual Private Network) for a member arbitrarily selected from a plurality of clients. <P>SOLUTION: By using: a member list for members arbitrarily selected from clients receiving a digital certificate; and a public key corresponding to private keys used for the issuance of the digital certificate, as an argument of a hash function, a hash value is calculated. The hash value is associated with an identification (ID) of a VPN server process. When a client requests connection to a generated VPN server process, his/her digital certificate is verified.
