<p><P>PROBLEM TO BE SOLVED: To perform highly-accurate phase information extraction. <P>SOLUTION: This device has a vehicle traveling state detection part 41 for detecting a traveling state; a data cut-out amount determination part for classifying a measurement range MR into a plurality of distance domains AR1, AR2, AR3 corresponding to each distance L1, L2 in accordance with the traveling state, and operating and determining each cut-out data length M1, M2, M3 relative to each distance domain; a cutting-out part 19 for cutting out reception data RD comprising N-pieces of data on each channel into short time data Xsk comprising the cut-out data length M(<N) relative to each channel; and a phase information generation part 43 for operating phase information from the cut-out short time data.
