A plasma display panel is provided to reduce unnecessary power consumption by reducing a dielectric constant of a peripheral structure around discharge cells. A second substrate(121) is separated from a first substrate(111). A barrier rib(124) is arranged on the second substrate in order to define discharge cells as a discharge space. Plural pairs of discharge sustain electrodes(114) are arranged between the first and second substrates in order to cause gas discharge within the discharge cells. A plurality of address electrodes(122) are arranged on the second substrate in order to cross the discharge sustain electrodes. Dielectric layers(112,123) are formed to cover the address electrodes. A phosphor layer(125) is formed within the discharge cells. The discharge cells are filled with a discharge gas.
