An ophthalmic composition is provide to show highly increased eye moisturizing and lubrication effects through osmosis and permeability improvement by mixing an anionic polymer of sodium hyaluronate, sodium carboxymethylcellulose and a pharmaceutically acceptable carrier, thereby being effective for preventing and treating ocular diseases. An ophthalmic composition for preventing and treating ocular diseases comprises sodium hyaluronate and sodium carboxymethylcellulose, wherein a weight ratio of the sodium hyaluronate and sodium carboxymethylcellulose is 1:1.25-5. The composition further comprises at least one selected from the group consisting of isotonifier, buffer, stabilizer and preservative. Further, the isotonifier is one or more selected from sodium chloride and potassium chloride and the stabilizer is one or more selected from sodium edetate and sodium perborate.
