A communication system includes a base station and a mobile station. The base station has: group management means for grouping a mobile station according to signal quality information reported from a mobile station; storage means for storing correspondence between a plurality of sub frames constituting at least a part of the radio transmission frame and a plurality of groups; scheduling means for scheduling a packet destined to a mobile station according to the correspondence; and means for reporting the correspondence to the mobile station. The mobile station has means for receiving a packet from the base station by a sub frame corresponding to the group to which the local station belongs.
