The present invention relates to a plasma torch device, an incineration facility using the same, and a gasification facility. The plasma torch device includes: a housing having a hollow hole inside, a flame outlet on one side, and a discharge gas inlet on the other side; a discharge pipe placed in the housing and connected to the flame outlet; an electromagnetic wave supply module supplying electromagnetic waves to the discharge pipe through a wave guide; a discharge gas supply module generating plasma by causing an electric discharge in the discharge pipe with the electromagnetic waves by supplying discharge gas to the discharge gas inlet; and a fuel supply module generating a plasma flame from the plasma by supplying fuel to a gap between the discharge pipe and the flame outlet in the housing.
