PROBLEM TO BE SOLVED: To correct noises more appropriately. SOLUTION: An input video signal is supplied to an effective area control section 21, so that a control signal in regard to an area from which noises are to be removed is generated. Based on the control signal output from the effective area control section 21, noise measurement by a noise measurement section 22 is controlled. A frame difference acquisition section 31 calculates the absolute values of the differences in the luminance values of corresponding pixels between frames. Based on a control signal supplied from the effective area control section 21, a histogram generation section 32 generates a histogram, a statistic data for calculating a noise amount based on data output from the frame difference acquisition section 31.
