PURPOSE: A flap rudder type current power generator is provided to generating power in slow flow velocity by increasing moment with a rotation arm when power which a flap rudder receives from a current is small. CONSTITUTION: A flap rudder type current power generator comprises a flap rudder(100), a rotation arm(130), and an energy conversion unit. The flap rudder comprises a rudder unit(110) rotated by power received from a current and a flap unit(120) capable of being actively controlled. One end of the rotation arm is rotatably connected to the rudder unit. The energy conversion unit is connected to the rotation arm and converts kinetic energy generation due to movement of the rotation arm into electric energy.
