A therapeutic agent delivery system includes a therapeutic agent, a dendriti c salt used as a carrier to effectively deliver the therapeutic agent, and a salt base. The system can include the dendritic salt and the salt base in a ratio of about 1 part dendritic salt t o about 8 parts salt base.
