PROBLEM TO BE SOLVED: To stabilize communication in an infrastructural network accommodating a logical overlay network.

SOLUTION: A network controller 5 for controlling communication of an infrastructural network 2 accommodating a logical overlay network 4 does not perform routing change by TE when performance improvement more than prescribed cannot be expected, but performs routing change by TE when the performance improvement more than prescribed can be expected, so that communication is stabilized.
