The purpose of the present invention is to provide a system and method for providing navigation routes to a destination by using a relay device in an indoor structure which cannot use GPS. For the purpose, provided is an indoor navigation system including: a tag storing tag information; a terminal receiving the tag information by tagging with the tag, immediately generating a starting position where a terminal is currently located in by analyzing the tag information, transmitting navigation request information including the starting position to a server through a relay device after generating it, and receiving navigation information from the server; a relay device receiving the navigation request information from the terminal, transmitting it to the server, and communicating with the terminal to provide the terminal or the server with current position information; and a server receiving the navigation request information, generating navigation information by analyzing it; and transmitting it to the terminal.
