The present invention relates to a device and a method for producing hydrolysates of a cellulosic biomass by a two-step acid treatment process. The purpose of the present invention is to provide the device and the method for producing glucose and xylose from cellulose and hemicellulose by hydrolyzing lignin, the cellulose, and the hemicellulose from the cellulosic biomass via the two-step acid treatment process. The present invention is characterized by the device for producing hydrolysates of a cellulosic biomass through the two-step acid treatment process and the production method using the same, wherein the device includes a leaching type primary reactor (1) which converts the cellulosic biomass into oligomer via primary hydrolysis; a first solvent supplying device (2) which supplies a primary solvent to the leaching type primary reactor; a secondary solvent supplying device (3) which lowers the concentration of acid at secondary hydrolysis by supplying water to a high-concentration hydrolysis solution which is primarily hydrolyzed by the reactor; a pipe flow type secondary reactor (4) which converts the primary hydrolysis solution diluted by the secondary solvent supplying device into a monomeric carbohydrate by a pipe flow reaction at a low temperature through the secondary hydrolysis; a storage tank which stores hydrolysates obtained by the pipe flow type secondary reactor; and a pressure supplying device (6) which maintains the inner pressure of the leaching type primary reactor and the pipe flow type secondary reactor.
