The control apparatus controls a social infrastructure of a community based on software. The database storesa plurality of modules. The sensor detects event concerning the social infrastructure, and to outputevent information. The collection unit collects the event information from the sensor. The calculation unit calculates a characteristic of the socialinfrastructure or the community by analyzing the collected event information.
