Oil-in-water emulsion cosmetic composition comprises (1) hydrophobic silica aerogel particles having a specific surface area per unit mass of 500-1500 m 2>/g and a volume average diameter of 1-1500 mu m, and (2) 10 wt.% of fatty phase comprising a fatty substance consisting of solid fatty substance and pasty fatty substance, ester of polyethylene glycol and 8-24C fatty acid, ester of glyceryl and 8-24C fatty acid and 8-24C fatty acid.
