Disclosed is a forehead electrooculogram measurement system. The forehead electrooculogram measurement system comprises an EOG signal measuring unit having four dry type electrodes attached in one surface; and a signal processing unit which receives a signal outputted from each of the four dry type electrodes to estimate a movement pattern of an eyeball, wherein the EOG signal measuring unit includes a first sensing electrode which is used as a negative (-) electrode for sensing a horizontal movement EOG signal of a pupil; a third sensing electrode which is located horizontally to the first sensing electrode and is commonly used as a positive (+) electrode for sensing the horizontal movement and vertical movement EOG signals of the pupil; a second sensing electrode which is located in the above the third sensing electrode and is used as a negative (-) electrode for sensing the vertical movement EOG signal of the pupil; and a fourth ground electrode which is located between the first sensing electrode and the second sensing electrode.
