The present invention is composed of a contaminated water sucking member which sucks the contaminated water of a freshwater lake; a raw water pump which is connected to the contaminated water sucking member via a first connection line and which sucks contaminated water; a microbubble generating member which is connected to the raw water pump via the second connection line, installed on the second connection line to form uniform microbubbles of a nanosize with the sucked contaminated water, and composed of the microbubble generating member including pores and at least one air supplying device for supplying air to the microbubble generating member; and a spraying device which sprays microbubble water including microbbles produced by the microbubble generating device to a freshwater lake.
