PROBLEM TO BE SOLVED: To provide a transmission device that allows discharge from a power storage section to a device that supplies power to a device in which the power storage section is provided.SOLUTION: A non-contact power transmission system has a ground-based transmission device 12, and a vehicle-based transmission device 13, that are coupled to each other in such a manner that non-contact power transmission is possible between each other. The ground-based transmission device 12 has a controller 33 that controls power transmission. The vehicle-based transmission device 13 has a vehicle-based controller 51 that automatically initiates a discharge process.
