PROBLEM TO BE SOLVED: To provide a technique that is able to reduce power consumption by transmission operation of a beacon signal and to achieve radio connection by a passive scan mode in the case where no radio client terminal is wirelessly connected to a wireless access point device.SOLUTION: A probability calculation unit 162 calculates the occurrence probability of wireless connection per time band by processing past connection information stored in a storage unit 161 by prescribed probability calculation processing. A beacon signal setting unit 163 determines the transmission frequency and transmission power of the beacon signal used in a standby mode according to a prescribed condition. The above prescribed condition includes a range condition by which both of transmission frequency and transmission power are adjusted in a range larger than zero and the same as that of a normal mode or below, and an adjustment condition by which at least one of the transmission frequency and transmission power is increased or decreased depending on higher or lower of the occurrence probability.
