PROBLEM TO BE SOLVED: To provide a transmission management device which can secure security of data transmitted and received in a transmission system and also realize data transmission of high quality.SOLUTION: A transmission management device comprises: a reception unit which receives communication request for requesting communication with a second transmission terminal 10 from a first transmission terminal 10; a first storage unit which stores terminal identification information of the transmission terminal 10 in association with relay device identification information for identifying a relay device 30 relaying data that is transmitted and to be received by the first transmission terminal 10; a relay device selection unit which selects the relay device 30 associated with the terminal identification information of the first transmission terminal 10 in the first storage unit; a second storage unit which stores the relay device identification information in association with encryption necessity information; and an encryption necessity determination unit which determines necessity of encryption on the basis of the encryption necessity information associated with the relay device 30 selected by the relay device selection unit.
