The refractive index adjusting layer is located between the light-transmitting substrate and the functional layer. A refractive index nin an in-plane slow axis direction dx of the light-transmitting substrate, a refractive index nof the refractive index adjusting layer in the slow axis direction dx, a refractive index nof the functional layer in the slow axis direction dx, a refractive index nin a fast axis direction dy of the light-transmitting substrate, a refractive index nof the refractive index adjusting layer in the fast axis direction dy, and a refractive index nof the functional layer in the fast axis direction dy satisfy the relationships of n<n<nor n>n>n, and n<n<nor n>n>n.
