PROBLEM TO BE SOLVED: To allow a complicated combination of various control commands to be guarded or replaced.SOLUTION: A transmission device 200 includes a command transmission/reception unit 212 that receives a command that is transmitted from a control terminal 100. The transmission device 200 includes: DB_S(1) that controls the history of an input command that is received by the command transmission/reception unit 212; DB_S(2) that controls a response command that is to be transmitted to the control terminal 100 in response to the input command; or DB_S(3) that controls the state of its own device. The transmission device 200 includes a restriction definition file 230 which defines restrictions indicating whether the execution of a command is restricted. Furthermore, the transmission device 200 includes a command control unit 210 that, when a command is received by the command transmission/reception unit 212, refers to the restriction definition file 230 and memory and determines whether the execution of the received command is restricted.
