PROBLEM TO BE SOLVED: To provide a water-repellent and oil-repellent material excellent in durability, and to provide a method for producing the water-repellent and oil-repellent material.SOLUTION: A water-repellent and oil-repellent material (a light reflecting film 10) has a structure such that an intermediate layer 3 and an outermost layer 4 are laminated on a support 1 and the intermediate layer 3 is disposed adjacently to the outermost layer 4 disposed on the outermost surface. When the water-repellent and oil-repellent material is produced, a binder and tabular particles are contained in the intermediate layer 3 and compounds each having a fluorinated alkyl group are contained in the outermost layer 4. At least a part of the tabular particles contained in the intermediate layer 3 is exposed from the binder and at least a part of the compounds each having the fluorinated alkyl group is bonded to the exposed tabular particles.
