PROBLEM TO BE SOLVED: To provide a radio base station that is able to distribute resources and thereby dynamically control a user connection number according to cost balance.SOLUTION: A radio base station 10 coping with an environment sharing a RAN includes: a resource state monitoring unit 110 for state monitoring the signal processing load state and radio resource allocation situation of the radio base station per PLMN 60, 70; a balancing control unit 120 for determining necessity of balancing on the basis of monitoring information by the resource state monitoring unit, and for determining an increase or decrease value of an offset value used for cell selection and cell re-selection algorism; and a notification information control unit 130 for notifying, as a notification information, a terminal of the offset value dynamically increased or decreased by the cell selection and cell re-selection algorism on the basis of the determination result by the balancing control unit. |
