PROBLEM TO BE SOLVED: To provide a pavement ground and a paving method capable of maintaining water permeability even if a large vehicle and large-sized equipment are not carried into a construction site.SOLUTION: A pavement ground comprises a roadbed layer 12 formed on an upper layer of a foundation 11, a concrete layer 13 formed on an upper layer of the roadbed layer 12. A plurality of permeable concrete members 10 buried by completely penetrating at least the concrete layer 13, and the permeable concrete members 10 are buried by being inserted into an opening hole 20 which has a diameter D1 larger than the diameter D2 of the permeable concrete member 10 and which completely penetrates at least the concrete layer 13, and enable extraction from the opening hole 20 to the outside and re-insertion into the opening hole 20. |
