The present invention relate to a multi-functional porous separation membrane and a production method thereof. More specifically, the present invention relates to a multi-functional porous separation membrane which exhibits excellent eliminability for virus and foreign substances such as organic pollutants while not using a glass fiber which is a causative factor for cancer and is conventionally used as a positively charged filter. In addition, bio-fouling is avoided, thereby ensuring long lifespan and outstanding water permeability as well. The present invention further relates to a production method thereof.
