PROBLEM TO BE SOLVED: To provide an aqueous primer which has all of high adhesiveness and durability and further high solvent resistance also to a concrete floor having a low surface strength in construction site, while achieving the reduction of VOC (volatile organic compound). SOLUTION: The aqueous primer comprises a nonvolatile component composed of (1) acrylic amine and (2) an epoxy resin, a solvent composed of (3) a water-soluble solvent and (4) water and (5) an acid, and a formulation ratio x (mass%) of the nonvolatile component is kept in a range of 8-32 mass% and the formulation ratio x and the content ratio y (mass%) of water in the solvent satisfy the following formulae: [y≤-1.41x+77.5][y≥-0.6x+33.2].
