Provided is a method for fixedly forming a water-and-oil-repellent layer on an amorphous carbon film. This method comprises the step of preparing a substrate, the step of forming an amorphous carbon film layer that contains silicon and nitrogen directly or indirectly over at least a surface of the substrate, and the step of forming a water-and-oil-repellent fluorine-containing layer on the amorphous carbon film layer through a coupling agent which is capable of forming hydrogen bonds with the amorphous carbon film layer by means of polarity and/or forming -O-M bonds (where M is any element selected from the group consisting of Si, Ti, Al, and Zr) with functional groups of the amorphous carbon film through a condensation reaction.
