The present invention relates to a method for operation a network traffic reduction policy in an overloaded area. The method comprises the following steps: checking, by a policy server, the identification information of a policy agent installed on a wireless terminal device which corresponds to the identification information of the user wireless terminal device located in an overloaded area at a specific time using a storage medium which matches the identification information of the wireless terminal device to the identification information of the policy agent which is installed on the wireless terminal device; transmitting, by the policy server, policy information for blocking network usage to the policy agent corresponding to the checked policy agent identification information; preventing, by the policy agent, all applications excluding the application corresponding to the identification information of a predetermined application allowed to use a network among multiple network usage applications from accessing the network based on the policy information for blocking network usage; transmitting by the policy server, policy information for unblocking network usage to the policy agent if the policy server receives, from a server in a communication network, one more piece of the identification information of a user wireless terminal device which leaves the overloaded area, the identification information of a user wireless terminal device which is located in the overloaded area at the moment when the overload is resolved, and the identification information of a user wireless terminal information which is located in the overloaded area at the moment when the specific time expires; and unblocking, by the policy agent, network usage for an application based on the received policy information of unblocking network usage.
