An ATP/ATO signal transmission/reception system of a signal system mutually interfered by an ETCS Level 1 signal system according to the present invention comprises the following parts: a power supply part supplying power; a signal switching part which intercepts a telegram signal received by an on-board antenna, or allows the telegram signal to pass through; a TOP_LOC communication part, which, when transmitting a telegram to an ATP/ATO on-board device, synchronizes the telegram with the telegram signal received by the on-board antenna; a signal conversion part which generates an FSK signal telegram by demodulating an FSK signal, or generates an FSK signal by modulating an FSK signal telegram; and a control part which analyzes the validity of a demodulated FSK signal telegram, determines the ID of a data transmission device, and extracts a telegram from a data transmission device DB part.
