The present invention relates to a remote observation apparatus for ground water quality capable of charging with a small wind power generation, and the said apparatus comprises: an outer casing wherein a plurality of vents are formed at uniform intervals on the wall surface; an inspection body which is accommodated inside the outer casing and is in contact with a sensor to inspect the water quality of groundwater; solar radiation generating unit containing a solar radiation absorbing plate that generates first power necessary for operating the sensor and inspection body; a wind power generation unit which is placed on the upper part of the inspection body and generates second power necessary for operating the inspection body using rotating wings that rotate by incoming wind via the vent; a supporting shaft that supports the solar radiation absorbing plate about the inspection body; a rotating shaft which supports rotating wings to be rotatable about the inspection body; and a double bearing which is placed along the axis line of the supporting shaft and rotating shaft to support the supporting shaft to be fixed and support the rotating shaft to be rotatable.
