PROBLEM TO BE SOLVED: To provide a fluorescent substrate and a display device, capable of reducing influence of external light entered into a fluorescent substance and efficiently emitting fluorescent light generated in the fluorescent substance.SOLUTION: A fluorescent substance layer 13 is formed of a liquid crystal polymer (liquid crystal material) having a dichroic dye DD (a dichroic fluorescent dye) dissolved and dispersed. A fluorescent substance layer 13 is formed by charging the liquid crystal polymer having the dichroic dye DD dissolved and dispersed, into regions partitioned by partition walls 15. The dichroic dye has a molecular structure extended long in uniaxial direction. The fluorescent substance layer 13 is aligned so that a normal line of the transition dipole moment of the dichroic dye DD is within an angle range of less than ±45° to one surface 11a of a substrate 11.
