PROBLEM TO BE SOLVED: To provide a system and a device for generating sugar solution, which are improved in sugar recovery rate.SOLUTION: A system 1 for generating sugar solution from a cellulose-containing material includes: a blasting container 11, a liquid cylinder 12, and a recovery container 13. The cellulose-containing material is blasted in a state being included in a liquid medium within the blasting container 11, whereby material breakage and substance protection can be well balanced and the sugar recovery rate can be improved.
