<p>In a case where a mobile terminal having moved across a cell boundary has been set for a priority class, even if an HLR is congested, communication services are to be provided to the mobile terminal on a priority basis. A mobile terminal (2) having moved from an alien area accepts a position registration signal to be transmitted to an HLR (30) and determines an apparatus corresponding to the movement source area on the basis of the information of the position registration signal. The mobile terminal (2) then acquires, from the determined alien mobile communication control apparatus (200), priority class information, which indicates whether the transmission to the HLR is of priority or of non-priority, and determines, on the basis of the acquired priority class information, whether to transmit the position registration signal to the HLR (30). As a result of this determination, the mobile terminal (2) transmits the position registration signal to the HLR (30) if the position registration signal has been received from a priority user. Even if the HLR is congested, the priority class information of the mobile terminal having moved across the cell boundary can be acquired, so that communication services can be provided on a priority basis.</p> |
