This character string placement and drawing device is provided with: a character string data storage unit that stores character string data that includes a number of character strings, street node strings that the character strings follow, and placement candidate points for the character strings; a character string data acquisition unit that acquires character string data from the character string data storage unit; a processing target character string specification unit that specifies a character string to be the target of processing from the character string data acquired; a candidate point acquisition unit that acquires a placement candidate points from the character string data acquired; a processing target candidate point specification unit that specifies a placement candidate point to be the target of processing from among the placement candidate points acquired; a character string placement unit that places the character string along the street node string from the placement candidate point; an evaluation function calculation unit that calculates an evaluation function value for evaluating the character string; a minimum evaluation function value saving unit that stores the minimum evaluation function value of the evaluation function values calculated and the character string position corresponding to that evaluation function value; and a character string drawing unit that draws the character string having the stored position.
