PROBLEM TO BE SOLVED: To provide a dehydration device and a dehydration method, preventing the aging deterioration of dehydration performance.SOLUTION: A dehydration device includes a water separation membrane unit 6 having a water separation membrane 13 separating water inside a treating fluid. A flow passage 10 leading to a treating fluid inlet of the water separation membrane unit 6 is provided with an impurity removal means for removing impurities in the treating fluid. The impurity removal means can be an ion exchange device 11 filled with an ion exchange resin or an impurity removal device filled with an adsorbing material such as active carbon or zeolite.
