PROBLEM TO BE SOLVED: To provide a radio communication system that can reduce the amount of unused radio resources.SOLUTION: A radio communication system 1000 comprises a radio communication performing unit 1100 for performing radio communication by using at least part of radio resources usable for other radio communication systems to perform radio communication. The radio communication performing unit 1100 comprises: a notification unit utilization determination unit 1101 for determining whether a notification unit is used among radio resources usable for a terminal device and a base station device in other radio communication systems to perform radio communication, the notification unit being used for a terminal device to notify a base station device of information for performing communication; and a radio resource utilization control unit 1102 using, as radio resources, portion which the terminal device uses to transmit data to the base station device, among radio resources usable for the other radio communication systems if the notification unit is not used.
