PROBLEM TO BE SOLVED: To suppress error of Raman gain.SOLUTION: A WDM coupler 122 inputs excitation light to an optical fiber transmission path 102. An optical path switch 123 can be switched between a first state where the light having passed the optical fiber transmission path 102 is output to a monitor path 123a and a second state where the light having passed the optical fiber transmission path 102 is output to an operation path 123b. An optical divider 125 divides the light output to the operation path 123b with the optical path switch 123 and outputs the light. A control circuit 127 stores the information based on a light receiving result of the light that is output to the monitor path 123a by setting the optical path switch 123 at the first state, and then controls the power of the excitation light based on a light receiving result of one of the lights that are output from the optical divider 125 by setting the optical path switch 123 at the second state and the stored information.
