PROBLEM TO BE SOLVED: To provide a light-emitting element improved in optical efficiency, a method for manufacturing the light-emitting element, a light-emitting element package, and an illumination system.SOLUTION: A light-emitting element comprises: a conductive support layer; a transparent conductive layer located on the conductive support layer and comprising a first transparent conductive layer having first electric conductivity and a second transparent conductive layer having second electric conductivity lower than the first electric conductivity; a light-emitting structure layer located on the transparent conductive layer and comprising a first conductivity type semiconductor layer, a second conductivity type semiconductor layer, and an active layer between the first conductivity type semiconductor layer and the second conductivity type semiconductor layer; and an electrode located on the light-emitting structure layer, where at least a part of the electrode is arranged in a region overlapping the second transparent conductive layer in a vertical direction. |
