PROBLEM TO BE SOLVED: To perform a high-speed fault detection while suppressing traffic within a core network.SOLUTION: A fault detection packet processing unit 408 of a fault detection device 400 transmits a fault detection packet from a port 402A of its own device, which is connected to one access network 200A, to a port 402B of its own device which is connected to another access network 200B. A fault determination unit 406 determines which of the access networks 200A and 200B has a fault by determining whether the fault detection packet that is transmitted by the fault detection packet processing unit 408 can be received.
