PROBLEM TO BE SOLVED: To provide a device and method for producing fresh water, which can improve efficiency in producing fresh water and also can treat untreated water.SOLUTION: A device 20 for producing fresh water includes: reduced pressure tanks 13a, 13b; a reduced pressure evaporator 14 connected to the reduced pressure tanks 13a, 13b and generating water vapor by evaporating water to be evaporated; a condensation part for producing fresh water by condensing water vapor; and an FO membrane device 17 connected to the reduced pressure tanks 13a, 13b and to be supplied with highly saline water with a concentration of salt higher than that of the untreated water A, and the untreated water A. A method for producing fresh water includes: a step of storing untreated water A in the reduced pressure tanks 13a, 13b; a step of generating water vapor by supplying water to be evaporated to the reduced pressure evaporator 14; a step of producing fresh water C by condensing water vapor in the condensation part; and a step of supplying the untreated water A from the reduced pressure tanks 13a, 13b and highly saline water with a concentration of salt higher than that of the untreated water A into the FO membrane device 17. |
